The character was created by Allan Burns, who later gained fame for creating The Munsters and The Mary Tyler Moore Show. He is depicted as an esteemed 18th-century naval captain, with white eyebrows and a white moustache. He is dressed in traditional naval attire, complete with a Napoleonic-era hat, leading to speculation that he may be French.
